No compromise on people involved in waving Pakistani flags: Rajnath Singh

"This (incidents of waving of Pakistani flags) happened earlier also (during other governments regime) but it would not be tolerated," he said.

On being asked what India was doing to bring underworld don Dawood Ibrahim back to the country from Pakistan, the minister said Interpol had issued red corner notices against him and many others and the process was on to get hold of the anti-India elements living abroad.

"Whether Dawood Ibrahim, Masood Azhar, or Zakiur Rehman Lakhvi, red corner notices have been issued them and India is doing its best to bring them to justice," the Home Minister said.

On whether India would give another dossier to Pakistan on the issue, Singh said, "As of now, there is no such proposal but a dossier has already been given to Pakistan in this regard in 2012".

Rajnath slams Rahul Gandhi for comments on RSS

Replying to Gandhi's accusation that RSS was running the education system in the country, Singh said RSS's ideology considers the whole world as a single family.

"Previous governments used to run by instilling fear among Muslims while we want to move ahead by taking everyone along. We will not discriminate against anyone," said Singh addressing a rally here.

"There are 72 different factions in Islam. Even in Islamic countries, all these factions are not living together. But you can find people of all of these factions in India. This is India's culture," the Home Minister said.
He accused the Congress  for "instilling fear among minorities by taking the name of RSS."

Singh also took a dig at Rahul for his comments on Prime Minister Narendra Modi's frequent foreign tours. "Congress' `yuvraj' claims that our PM lives more in foreign countries than in India. I want to tell him that past PMs visited foreign countries as a political formality, while this PM goes to strengthen the nation," he said.

Radioactive leak detected at Delhi's IGI Airport; operations at cargo terminal suspended

Sources informed about four packets of a yellow-coloured liquid was suspected to have spread out of its sanitized container after the consignment landed at the cargo area of the airport at about 4.35 am after which a special squad of the National Disaster Response Force team was called in to check and contain it.

NDRF chief O P Singh stated a special ten-member team from its base in Dwarka has been rushed to the spot and is 'sanitising' the area. "Radioactive leak was very very small. There is nothing to panic and there is no effect on the passenger area," Singh added.

The cargo complex has been vacated by the officials as a preventive measure. Airport officials said the material was imported for use in medical purpose by a multi-speciality hospital. The packets, containing the material, bore the markings class-II liquid and a chemical component of Sodium.

Gunmen open fire outside bank in Shopian, constable injured

The gunmen opened fire on a police party guarding Jammu and Kashmir Bank at Kachdoora in Shopian, resulting in injuries to constable Sartaj Ahmad, a police official said.

The ultras decamped with the service rifle of the injured cop, who has been rushed to a  hospital. Security forces have launched an operation to track down the gunmen, the official said.

HC seeks reply of 16 policemen in Hashimpura massacre case

"Issue notice to all the respondents. They are directed to file their reply on July 21," it said.

Earlier, the Court had also issued notice for July 21 to the UP government and the accused on a plea filed by the victims of the massacre and NHRC which sought ordering of a further probe into the matter.

The UP government had approached the High Court last week against the order in which the policemen were held not guilty of the charges of murder, attempt to murder, tampering with evidence and conspiracy in the massacre case in which 42 people were killed in Meerut city.

The government, in its appeal, said that there are "lapses" in the trial court's findings.

On March 21, a trial court gave the benefit of doubt and acquitted 16 ex-Provincial Armed Constabulary (PAC) personnel accused of killing 42 people in Meerut, saying lack of evidence failed to establish their identification in the case.

Those acquitted in the case were Suresh Chand Sharma, Niranjan Lal, Kamal Singh, Budhi Singh, Basant Ballab, Kunwar Pal Singh, Budha Singh, Rambir Singh, Leela Dhar, Hambir Singh, Mokam Singh, Shami Ullaha, Sarwan Kumar, Jaipal Singh, Mahesh Prasad and Ram Dhayan.

Fire breaks out at Udyog Bhawan, no damage reported

Fire Department received the call of fire at 10.35 am and immediately five fire tenders were rushed to contain it, said a Fire Department official.

An air conditioner in a room on the fifth floor had caught fire, informed the official, adding employees were asked to evacuate the building.

The reason behind the fire was not immediately known although it is suspected that it was caused by a short circuit.

Forest service official Sanjeev Chaturvedi gets CAT relief

The Central Administrative Tribunal (CAT) has rendered 'infructuos' an order of Appointments Committee of Cabinet (ACC), headed by Prime Minister Narendra Modi, for returning the proposal of changing cadre  of Chaturvedi, who was also removed as the Chief Vigilance Officer of AIIMS.

In  a recent order, a bench headed by CAT Chairman Syed Rafat Alam said that the instances mentioned by the IFS officer prima facie  bear out 'extreme hardship' at the hands of authorities of Haryana government which had also been substantiated by the report of the two-member committee appointed by Ministry of Environment and Forest (MoEF).

"We are of the opinion that the impugned order dated January 28, 2015 (of ACC) is rendered infructuous ipso facto as the matter is to be reconsidered by respondents as submitted by counsel for the respondents (Union of India, MoEF and Department of Personnel & Training). Hence, we only direct at this juncture that the case of the applicant (Chaturvedi) may be considered expeditiously, preferably within a period of two months from the date of production of certified copy of this order," the tribunal stated.

India's forex reserves up USD 1.43 billion

The reserves had fallen by USD 672.4 million to USD 314.87 billion in the week ended November 21. According to the RBI's weekly statistical supplement, foreign currency assets, the biggest component of the forex reserves, rose USD 1.42 billion at USD 290.82 billion in the week under review.

The foreign currency assets had declined USD 664.3 million at USD 289.39 billion in the previous week (November 21).

The RBI said the foreign currency assets, expressed in US dollar terms, include the effect of appreciation or depreciation of non-US currencies such as the pound sterling, euro and yen held in reserve.

India's reserve position with the International Monetary Fund (IMF) was up USD 2.5 million to USD 1.52 billion. The value of special drawing rights (SDRs) was higher by USD 6.4 million at USD 4.22 billion.

The value of gold reserves which was static since October 3 at USD 20.01 billion and had declined by 275 million at USD 19.73 billion for the week ended October 31, stayed the same in the week ended November 21.

Malaysia mourns as remains of 20 MH17 victims arrive

Malaysian King Abdul Halim Mu'adzam Shah, Prime Minister Najib Razak and several top officials were present at the Kuala Lumpur International Airport to receive the bodies.

People across the country observed a minute of silence at 10:55 am (0255 GMT) after a Malaysia Airlines plane landed with the remains of 20 of the 43 Malaysians killed in the crash on July 17 that left all 298 on board dead.

The caskets and urns, all draped with the national flag, were lowered from the aircraft by the armed forces personnel and transferred to a row of waiting hearses.

Flags flew at half-mast nationwide and state television aired recitations from the Quran and photos of the victims. The first batch of the remains will be accorded a full military ceremony in the presence of the dignitaries.

Prime Minister Najib on Thursday had called on all Malaysians to unite as one nation in observing a minute of silence in honour the victims of the MH17 tragedy.

‘No words can express the sense of loss in seeing the bodies return, my prayers are with the victims and families of #MH17,’ Najib said on his Twitter feed.

Defence Minister Hishammuddin Hussein said three of the 20 remains had been cremated in the Netherlands and would be brought home in urns.

Anti-government protests continue amidst deadlock over talks in Pakistan

Sharif on Friday said neither he would launch a crackdown on the mass protests nor he will quit while protest leaders - Imran Khan and Canada-based cleric Tahir-ul Qadri - have vowed to remain in the capital until the prime minister resigns.

The protests were launched last Thursday from Lahore and later marched to Islamabad where protesters entered into high security Red Zone that houses important government buildings including the Parliament House, Prime Minister House, President House, the Supreme Court besides embassies.

Since then thousands of supporters of Pakistan Tehreek-i- Insaf chairman Imran Khan and firebrand cleric Qadri have been demonstrating outside the parliament building here.

In his overnight speech, Khan asked people to come in big numbers om Friday and promised a change of government by the weekend.

Qadri also said the end of government was not far away.

The protests at night have become quite a spectacle due to live music and the dances.

Khan's camp was entertained by rock star Salman Ahmad while Qadri arranged a live Qawali show for his audience. A large number of people enjoyed the live performance till late night.

Between the songs and music, the leaders continued to address the people, exhorting them to stay put till Sharif is removed.

Meanwhile, the government has expressed willingness to talk to the protest leaders but so far there is no positive response.

‘We are ready to resolve their problems but for it they should talk to us,’ Development Minister Ahsan Iqbal said.

The National Assembly is meeting again on Friday to discuss the prevailing political situation.

Sharif enjoys support of 11 political parties as only Khan's Pakistan Thereek-e-Insaf is against him.

It is expected that Sharif will address the lawmakers on Friday and may announce some measures to deal with the protests that have paralyzed the capital.

Khan wants Sharif's ouster, while Pakistani Awami Tehreek chief Qadri wants to bring a revolution in Pakistan.

Ebola toll rises to 1,350: World Health Organisation

The toll in Guinea and Sierra Leone stands at 396 and 374, respectively, while four people have died from the disease in Nigeria. The updated figures, based on information the WHO has gathered from health officials in the affected countries, show that the number of reported Ebola cases has climbed to 2,473, with Liberia (972) and Sierra Leone (907) accounting for the most cases.

In Guinea, where 579 people are said to be infected with the deadly virus, the rate of transmission has slowed thanks to an awareness campaign and other solutions which the WHO described as "innovative". The situation in Nigeria is stable with 15 reported cases.

The WHO also said it was carrying out a major communications campaign focused on companies and organisations that operate in Africa, an initiative prompted by some firms' decision to suspend service to the countries with reported Ebola cases.

It mentioned in particular the suspension of service by airlines and shipping companies, noting that the transport halt was triggering shortages of basic goods, including food and fuel. The WHO and the World Food Programme, the UN's chief humanitarian arm, have launched an operation to supply food to one million people in four districts of Guinea, Sierra Leone and Liberia that were recently placed under quarantine.

China develops mini-camera to prevent suicide bombing

A research team led by Chen Tong, associate professor at Southwest University in Chongqing developed a 'stress sensor' that can help the police to spot suicide bombers by capturing the stress levels of people.

"The sensor measures the amount of oxygen in blood across exposed areas of a body, such as the face. The higher the mental stress, the higher the blood oxygenation," it said.
  
"The readings of the device may not be always reliable. For example, with enough practice, a person can learn to control their heartbeat," the report added.
  
The technology comes amid heightened fears over security in China after the country witnessed brazen terror attacks by native Uygur separatists in the northwestern Xinjiang region recently.
  
"They all looked and behaved as ordinary people but their level of mental stress must have been extremely high before they launched their attacks. Our technology can detect such people, so law enforcement officers can take precautions and prevent these tragedies," Chen said about his invention.
  
Talking about the functionality of the device, Chen said that "officers looking through the device at a crowd would see a mental 'stress bar' above each person's head and the suspects highlighted with a red face".
  
"Laboratory tests of the technology had yielded encouraging results," Chen added.
  
The device maker also rued about the biggest obstacle of the invention as acquiring the remote data.
  
"Security officers, for instance, deployed in a busy bus station would need to filter a tremendous amount of data and process it in a short amount of time. Such computing power is not available in smartphone-sized devices," Chen said.
  
The invention has also sparked a controversy with the critics raising concerns over its misuse by the government.
  
"The technology can be used on terrorists, but harmless people such as petitioners and protesters could be the target as well. I would feel uncomfortable and tense if a police officer stared at me through strange goggles," the media report quoted Li Jiancheng, a resident in Shangha as saying.
  
Responding to the allegation, Chen said that his team would not let their technology out of the lab for commercial use until the laws are in place to regulate it.

Bill to amend Juvenile Justice Act introduced in Lok Sabha

The Juvenile Justice (Care and Protection of Children) Bill, 2014, introduced by Women and Child Development Minister Maneka Gandhi, also proposes to repeal the law enacted in 2000 and provides for care and protection of children, their rehabilitation and offences committed against children, among other things.

The changes in the law come against the backdrop of outrage over the lighter punishment of three years in a reform home given to a minor convicted in the December 16, 2012 Delhi gangrape case.

HIGHLIGHTS    

Government introduced a bill in the Lok Sabha to amend the Juvenile Justice Act.   

Juvenile Justice (Care and Protection Children) Bill 2014 was introduced by Women and Child Development Minister Maneka Gandhi.   

Central ministers gave their approval to the amendments to the Juvenile Justice  Act, 2000   

The proposed changes in the law came against the backdrop of outrage over the lighter punishment of three years in a reform home given to a minor convicted in the December 16, 2012 Delhi gang-rape case.   

According to the Bill, in no case the juvenile involved in a heinous crime will be sentenced to death or life imprisonment either when tried under the provisions of JJ Act or under the provisions of IPC.

Increasing cases of crimes committed by children aged 16-18 years in recent years makes it evident that the current provisions and system under the Juvenile Justice Act of 2000 "are ill equipped to tackle child offenders in this age group," the statement of objects and reasons of the Bill said.

It also said that the data of the National Crime Records Bureau established that crimes by children in this age group have increased "especially in certain categories of heinous offences."

Numerous changes were required in the existing law to address this, it said and proposed to repeal the 2000 Act and re-enact a comprehensive legislation, which would also provide general principles of care and protection of children.

It also proposes to empower the Juvenile Justice Board to decide whether a juvenile above 16 years involved in heinous crimes such as rape is to be sent to a observation home or tried in a regular court.

However, according to the Bill, in no case the juvenile involved in a heinous crime would be sentenced to death or life imprisonment either when tried under the provisions of JJ Act or under the provisions of IPC.

The Bill also lays down procedures in case of children in need of care and protection, their rehabilitation and social re-integration measures, adoption of orphans, abandoned and surrendered children and offences committed against them.

It includes facilitating faster adoption of children and setting up foster care homes.

Too much twitter may drive you crazy

The study detailed the case of Mrs C - a 31-year-old heavy Twitter user - who was admitted to a psychiatric hospital in Germany because of intensive suicidal thoughts.

Mrs C's development of psychotic symptoms coincided with her ‘excessive’ use of Twitter - up to several hours a day reading and posting tweets, claimed the paper titled "Twitter Psychosis: A Rare Variation or a Distinct Syndrome?".

According to the paper, "the first symptoms were that she believed a 'famous actor' was responding to her tweets through symbols in his messages or through retweets by others".

The woman later recovered and lost interest in Twitter. If we believe experts, Twitter psychosis does not appear to be ‘real’ at this point.

"This is a single case which we presented to the medical community to discuss with colleagues if they have made similar experiences," Jan Kalbitzer of Charite-Universitatsmedizin, Berlin, was quoted as saying.

The paper appeared in the Journal of Nervous and Mental Disease.

After lunch, Cook and Ian Bell (23) started off in the pursuit of some quick runs. And they were successful in their bid because the Indian team simply looked like they were awaiting the declaration. It allowed the batsmen to plunder runs with consummate ease, as Bell launched an offensive.

But he could not go on, bowled by Jadeja around his legs in the 27th over, just after the 100-run mark came up an over earlier. It was Root then who provided the real impetus to the innings, as he stroked his way to a quick-fire half-century.

He smacked 50 off just 38 balls, with 8 fours, and his 50-run partnership with Cook came in only 49 balls. It didn’t appear as if England would declare before the break, but then Root’s wicket changed that.

When England started their second innings, Ballance and Cook then gained some momentum, first bringing up the 50-run mark in the 14th over and then four overs later, their own 50-run stand.

They put on 58 runs for the second wicket, a perfect platform for someone like Jos Buttler to come and strike the ball later on.

The medium-pacer, celebrating his birthday today, led his team off the ground.

Stuart Broad (3-66) and Moeen Ali (2-62) were the other wicket-takers in this Indian innings, while Chris Woakes (0-60) and Chris Jordan (0-59) went wicket-less.
