PM Modi arrives in Japan on his first-ever diplomatic visit outside subcontinent

Modi, who is on a five-day visit arrived at the Osaka International Airport to begin the first leg of his five-day visit to Japan.
   
In the first leg of his trip, he will see the 'smart city' experiment in Japan considering that he intends to build 100 smart cities in India.
   
Modi and Japanese Prime Minister Shinzo Abe will have substantive summit meeting in Tokyo on September 1 during which the two sides will look at ways to take the Strategic and Global Partnership forward.
   
Modi has a substantive agenda during the trip which he hopes will ‘write a new chapter’ in bilateral ties and take the Strategic and Global Partnership to a higher level.
   
Underlining the importance of the visit, the ‘excited’ Modi said on the eve of the trip that Japan has ‘paramount importance’ in his vision for India's development and progress.
   
India has ‘great expectations’ from the visit, the External Affairs Ministry has said.
   
Cooperation in the fields of defence, civil nuclear, infrastructure development and rare earth materials is expected to top the agenda of the discussions.

Some agreements, including in defence and civil nuclear sectors, are expected to be signed. Among the agreements to be signed is one on joint production of rare earth materials.
   
"I am keenly looking forward to my visit to Japan at the invitation of my good friend, Prime Minister Shinzo Abe, for the annual summit between India and Japan," Modi said in his pre-departure statement.
   
Noting that this will be his first bilateral visit outside the immediate neighbourhood as Prime Minister, he said that it underlines ‘the high priority’ that Japan receives in India's foreign and economic policies.
   
"It is also a reflection of Japan's paramount importance in my vision for development and prosperity in India and in peace, stability and prosperity in Asia at large," Modi said.
   
"I am confident that my visit will write a new chapter in the annals of the relations between Asia's two oldest democracies and take our strategic and global partnership to the next higher level," he said.

Pramod Tiwari, Rita Bahuguna Joshi, UPCC president Nirmal Khatri, leader of the party in UP Assembly Pradeep Mathur, senior leaders Sanjay Singh, Avinash Pandey, RPN Singh, Jitin Prasad, Rajiv Shukla, Raj Babbar, Pradeep Jain Aditya, Sachin Pilot, Begum Noor Bano, Nagma, Naseeb Singh are among the leaders who will tour the bypoll bound areas and address gatherings, he said.

The campaign programme will be announced soon, Madan said.

Congress is buoyed after its alliance with RJD and JDU clinched six out of the 10 Assembly seats in the Bihar by-election held on August 21.

Russian interference in Ukraine is intolerable: United States

“Based on Russia's effort to escalate the situation militarily, we have seen the continued movement of equipment and material across the border from Russia into Ukraine,” the White House Press Secretary Josh Earnest told reporters at his daily news conference.

“We've even seen pretty definitive reports that Russian troops are now firing on Ukrainian military positions. The international community is completely unwilling to tolerate Russian interference in Ukraine,” Earnest added

The White House official warned of “additional economic costs that can be imposed by the United States on Russia”.

Earnest also commented on the findings by NATO that claimed that Russia had sent at least 1,000 troops to fight with pro-Moscow rebels in Ukraine, along with air defence systems, artillery, tanks and armored vehicles; and had massed 20,000 troops near the border.

“The evidence that has been presented by NATO is compelling. It does indicate that Russia is continuing to do the kind of things for using their military might to further destabilize the situation in Ukraine,” he said.

The official urged “Russia to use their influence in Ukraine to try to deescalate the situation.”

Earnest also lashed out at Russia for denying its role in the escalating tension in Ukraine.

“As the Russian military has allowed weapons and material to be transferred across the border, fired on Ukrainian military positions and put boots on the ground in Ukraine; we have regularly marshaled evidence to indicate what exactly is happening, despite the protestations of the Russian government.”

“The denial by the Russian government is without any credibility, and we've been pretty candid about that,” Earnest said.

Talking about the visit of US President Barack Obama to Europe next week for NATO meeting, the official said “The situation in Russia would be on top of the agenda of the US President when he travels to Europe next week,” he said.

AirAsia launches free user trial of on board WiFi service

The trial will be available for free for up to 60 passengers on selected flights from now until October.

The Airline has not given details of the sectors on which WiFi would be available.

Those using the service will have an Internet data quota of 1 MB and will enjoy a special package allowing them to chat via applications like LINE, WhatsApp and WeChat.

Passengers will be informed via an in-flight announcement if the plane is equipped with the WiFi service.
They will be able to try the service by logging on to the Connectivity Portal with a digital token code that is automatically generated upon clicking the ‘Get Access’ button on the portal.

Each token code is valid for one device and the free user trial will be on a first-come, first-serve basis.

The sixth seeded pairing defeated Chinese Taipei's Yen Hsun-Lu and Czech Republic's Jiri Vesley 7-6 (3) 6-3 in a contest which lasted an hour and 23 minutes.
   
In the intensely contested opening set, both the teams exchanged a break of serve and were guilty of committing an equal number of unforced errors.
   
Lu and Vesley, however, gave away easy points by committing as many as four double faults, eventually falling short in the tie-breaker.
    
But Paes and Stepanek dominated the second set, clinching two break points and being distinctly better on their second serve.

"I prefer calling Karan Johar over my father for advice on my films. I even go to him for concerns related to relationships as my father thinks no man will ever be good enough for me," Alia said on the show.

She also spoke about her fear of plants, as well as about her reported link-ups with Arjun Kapoor and Varun Dhawan. To that, she said, "Two good looking people are bound to get attracted to each other, who knows I may or may not have taken it forward."

Stock markets dream run continues as Sensex, Nifty log new peaks

The Sensex, which rose for the fifth straight day, has closed at a new peak in each of last three sessions. Brokers said trading activity also picked up pace ahead of the expiry of monthly equity derivatives on Thursday.

Defence stocks were in the limelight and rose by up to 20 percent on Wednesday after government notified increase in FDI limit to 49 percent through approval route in the sector.

The benchmark S&P BSE 30-share Sensex resumed on strong footing and traded in a range between 26,599.12 and 26,492.50 before registering its fresh closing high of 26,560.15, a net rise of 117.34 points or 0.44 percent. It surpassed its previous closing peak of 26,442.81 logged on Tuesday.

The 50-issue CNX Nifty of the NSE also opened higher and moved in a tight range of 30 points before ending up by 31.30 points or 0.40 percent at 7,936.05 new closing peak. Its previous peak on closing basis was 7,913.20 (August 22).

"Positive global cues and likelihood for further monetary stimulus from European Central Bank (ECB) boosted the market sentiment stocks from oil and gas sector also gained on hopes of proper reforms for subsidies," said Nidhi Saraswat, Senior Research Analyst, Bonanza Portfolio.

Sentiments remained upbeat after Oil Ministry said it will seek Cabinet nod for freeing diesel prices after retail rates achieve parity with global levels, and has proposed to cut subsidy payout by upstream firms like ONGC and Oil India by half, said Jayant Manglik, President-retail distribution, Religare Securities.

Most Asian indices rose tracking US stocks that jumped a new peak on Tuesday after data showed consumer confidence rose in August for a fourth straight month, to its strongest level since February 2008. Also, durable goods orders surged in July to a new monthly record.

Europe was under pressure with the FTSE (UK) mildly up as "Ukraine issue was in focus", said Kiran Kumar Kavikondala, Director and CEO, WealthRays Securities.

Van Gaal says ‘record signing’ Di Maria won't provide instant fix to Untied’s woes

"I think that he (Di Maria) can contribute and that is very important but we don't have to expect that from tomorrow our world has changed," Van Gaal told a British channel after the Argentina international signed for 59.7 million pounds (USD 98.77 million).
              
"He has to adapt to the culture of England, the culture of the Premier League and the philosophy of Manchester United,” he added.

Their thrashing by MK Dons followed a 2-1 defeat against Swansea City, United's first opening day loss at home since 1972, and a 1-1 draw against Sunderland in the Premier League.
              
Van Gaal praised the reaction he got from the Old Trafford faithful during the reverse to Swansea and urged them to remain patient as he looks to reshape his struggling team.
              
"(The fans) have to believe in our philosophy," he said.

"We are building up a team that you cannot make in one month or even one year. It (Tuesday's defeat) is very disappointing but I hope they shall maintain their confidence in the club, and in our philosophy because that philosophy takes time,” he added.
              
"We know exactly what we are doing. We have lost in the Capital One Cup, and so tonight (Tuesday) has cost us the chance of a trophy, and that is disappointing,” he further said.

Hyperlapse videos can be saved on mobile devices and shared on Instagram.
   
"From documenting your whole commute in seconds or the preparation of your dinner from start to finish to capturing an entire sunset as it unfolds, we're thrilled about the creative possibilities Hyperlapse unlocks," Instagram said in a blog post.
   
Hyperlapse applications were made available only for mobile devices powered by Apple software.
      
Market research firm eMarketer said in a report in March that nearly 35 million people in America accessed Instagram at least once each month as of the end of 2013, a jump of more than 30 per cent from a year earlier.
      
And the report said nearly 25 per cent of smartphone users in the United States will use Instagram at least once a month by the end of this year -- bringing the total user base to more than 40 million.

Gold ends lower on sluggish demand; silver eases

Traders said fall in demand from jewellers and retailers at existing levels mainly led to the fall in gold prices but a better trend overseas restricted losses.

Gold in Singapore, which normally sets price trend on the domestic front, added 0.3 percent to USD 1,284.83 an ounce.

In Delhi, gold of 99.9 and 99.5 percent purity met with resistance at current levels and drifted by Rs 85 each to Rs 28,175 and Rs 27,975 per ten gram respectively. It had gained Rs 230 on Tuesday.

Sovereign, however, remained steady at Rs 24,600 per piece of eight gram in limited deals.

In a similar fashion, silver ready turned weak and ended Rs 300 lower at Rs 42,700 per kg and weekly-based delivery by Rs 145 to Rs 42,050 per kg. The white metal had gained Rs 400 in Tuesday's trade.

Meanwhile, silver coins continued to trade at previous level of Rs 74,000 for buying and Rs 75,000 for selling of 100 pieces on scattered support.

Hailing the tie up between RJD, JD(U) and Congress, the RJD chief said "its beginning of a new era of economic justice along with social justice."

The alliance on Monday won 6 of the total 10 seats that witnessed bypoll in Bihar.

Among partners, RJD's performance was the most remarkable as it won three of the four seats it had contested and lost one at Banka with a narrow margin of 711 votes.

The RJD supremo who is in Mumbai on medical grounds, however, exercised caution and asked workers not to get over excited.

"We shall work with more discipline and dedication to end the woes of poor," he said.

Slamming the BJP for describing the previous RJD rule in Bihar as "jungle raj", Prasad said "Our government was run by poor and not capitalists thats why the 'garib raj' appeared 'jungle raj' to them."

The RJD chief who addressed five election rallies with senior JD(U) leader Nitish Kumar in the bypoll, said it was the "beginning of goodness for downtrodden, deprived and those standing on the last row of the society."

JMM continues to show black flags to Union Ministers

Singh, who is visiting the state in connection with an official function, was shown black flags by JMM activists when he was passing the route from Birsa Munda Airport.

The protest was peaceful unlike on Monday when rival activists clashed after JMM workers showed black flags at the convoy of Union Steel and Mines Minister Narendra Singh Tomar at Hinoo area here.

The ruling JMM observed ‘black day’ as part of its continued protest against hooting of BJP activists among others when Chief Minister Hemant Soren was speaking in the presence of Prime Minister Narendra Modi during his Ranchi rally in the Dhurwa area on August 21.

Singh will lay the foundation stone of a project in Ramgarh the following day.

“The court has ordered to immediately release two suspects - Mohammed Raju and Anil Pandey from Beur jail in Patna," a police official said here.Both Raju and Pandey were arrested from Raipur in Chattishgarh after the Patna blasts.
"Both would be released from the jail either on Tuesday or Wednesday," police said. Police officials said the NIA has failed to file chargesheet against five suspects -
 Tahseen Akhtar, Mohammed Raju, Anil Pandey, Abu Faisal and Aslam Perwez in the special court last week.At least six people were killed and many injured when bombs exploded near Gandhi Maidan ahead of Prime Minister Narendra Modi's Lok Sabha election rally last year.

Bihar by-polls: RJD-JD (U)-Congress alliance defeats BJP-LJP by 6-4, Nitish thanks people for support

The RJD won Rajnagar, Mohiuddinagar and Chapra seats, while its partner JD (U) registered victory in Jale and Parbatta. It’s another ally Congress managed to win Bhagalpur seat.

The BJP won Banka, Mohania, Hajipur and Narkatiaganj, while its new ally LJP failed to win Parbatta seat.

RJD candidate Randhir Singh defeated his nearest rival and BJP candidate Kanhaiya Singh by over 16000 votes, while party nominee Ajay Kumar Bulganin registered stunning victory against BJP candidate in Mohiuddinagar by over 21000 votes.

In Rajnagar (Reserved), RJD candidate Ramwatar Paswan defeated his nearest rival and saffron party candidate by a convincing margin.

Former transport minister and JD (U) candidate RN Singh defeated his nearest rival and BJP-supported LJP candidate Suhaili Mehta by a margin of around 30000 votes. In Bhagalpur, its ally Congress had fielded Ajit Sharma who defeated his nearest rival and BJP nominee.

BJP candidate Rashmi Verma won Narkatiaganj seats by defeating Congress’ Fakhrudding with a margin of around 15000 votes, while party candidate Ramnarayan Mandal won Banka assembly seats by defeating his nearest candidate Iqbal Ansari.

In Mohania, BJP candidate Niranjan Ram defeated RJD nominee, while party nominee Awadhesh Kumar won Hajipur seat by defeating Rajendra Rai of JD (U).

The BJP had fielded candidates on nine seats and LJP on one. The JD (U) and RJD had contested on four seats each, while Congress had put up candidates in constituencies.

The outcome of the by-poll would not have much impact on health of Jitan Ram Manjhi Cabinet as it enjoys support of 145 MLAs in the 243-member house whose effective strength at present is 232.

The by-poll results assume significant as it showed the mood of the people before next year's assembly polls.

The BJP had won six out of the 10 seats in 2010 assembly election. Moreover, they had the challenge to prove that massive victory in the general elections was not a fluke.

Considering this in mind, the BJP leaders along with its allies LJP and RLSP aggressively campaigned for the by-poll.

Altogether 94 candidates including 5 women were in the fray. Hajipur had maximum 15 contestants, while Banka and Rajnagar (SC) had a minimum of six candidates each.

A total of 26,42,407 voters exercised their franchise in 2,422 booths on 21st August.

Fire breaks out in Chandni Chowk, 16 fire tenders rushed to spot

Sixteen fire tenders have been rushed to the spot to douse the flames. However, the narrow by-lanes are hampering into the efforts of fire fighters.

Earlier on Monday, a fire broke out at NIIT centre located in Rama building located in A-block of Connaught Place.

The cause of the fire is yet to be ascertained.

Gangsters spending luxurious life in Bihar jail

A gangster was even allowed to build a temple inside Sitamarhi jail. This was revealed in a joint report by the Sitamarhi district magistrate and superintendent of police after a violent clash between policemen and prisoners, mainly supporters of two gangsters - Santosh Kumar Jha and Madhav Choudhary - inside the jail earlier this month.

Bihar Inspector General (Prisons) Prem Singh Meena said Jha and Choudhary were found to be involved in illegal activities inside the jail. An official said that in the report that it was called a prison "but there is nothing to suggest that it is a prison".

According to the report, the prisoners loyal to Jha and Choudhary used mobile phones inside the jail, and liquor and other banned items were also made available. Choudhary managed to get a generator installed in the jail, provided ceiling fans in every ward and got his ward paved with tiles.

Both Jha and Choudhary installed air-conditioners in their ward during summer. What surprised prison department officials was that Choudhary was busy constructing a temple inside the jail.

“Masons, laborers, and construction material like cement, tiles, sand and bricks had unchecked entry into the jail,” an official said, referring to the report. “We were shocked to learn about unlawful activities by Jha and Choudhary inside the jail in connivance with Sitamarhi jail officials,” Inspector General Meena said.

Meena said that the department will take administrative action soon. Three officials, including the deputy and assistant superintendents of Sitamarhi jail, were suspended on charges of negligence of duty and jail superintendent Avinash Kumar was transferred. When Meena ordered the shifting of Jha and Choudhary from Sitamarhi jail, their supporters clashed with officials and pelted stones at them on 10th August,14.

The Sitamarhi jail is not isolated. Prison department officials said the use of mobile phones was common in Beur jail in Patna, and in central jails in Gaya, Bhagalpur and Muzaffarpur.

“Access to liquor, mineral water, cell phones and pornography is possible if an inmate bribes jail officials and policemen,” a prison official said. In the past, raids in jails have led to the seizure of television sets, mobile phones, imported liquor and cigarettes.

Criminals-turned-politicians like Pappu Yadav, Anand Mohan and Mohammad Shahabuddin hit the headlines for holding durbars (courts) inside jails. A few years ago, then Bihar director general of police Anand Shankar had directed policemen to stop providing mineral water to inmates and stop befriending them.

Malaysia mourns as remains of 20 MH17 victims arrive

Malaysian King Abdul Halim Mu'adzam Shah, Prime Minister Najib Razak and several top officials were present at the Kuala Lumpur International Airport to receive the bodies.

People across the country observed a minute of silence at 10:55 am (0255 GMT) after a Malaysia Airlines plane landed with the remains of 20 of the 43 Malaysians killed in the crash on July 17 that left all 298 on board dead.

The caskets and urns, all draped with the national flag, were lowered from the aircraft by the armed forces personnel and transferred to a row of waiting hearses.

Flags flew at half-mast nationwide and state television aired recitations from the Quran and photos of the victims. The first batch of the remains will be accorded a full military ceremony in the presence of the dignitaries.

Prime Minister Najib on Thursday had called on all Malaysians to unite as one nation in observing a minute of silence in honour the victims of the MH17 tragedy.

‘No words can express the sense of loss in seeing the bodies return, my prayers are with the victims and families of #MH17,’ Najib said on his Twitter feed.

Defence Minister Hishammuddin Hussein said three of the 20 remains had been cremated in the Netherlands and would be brought home in urns.

Anti-government protests continue amidst deadlock over talks in Pakistan

Sharif on Friday said neither he would launch a crackdown on the mass protests nor he will quit while protest leaders - Imran Khan and Canada-based cleric Tahir-ul Qadri - have vowed to remain in the capital until the prime minister resigns.

The protests were launched last Thursday from Lahore and later marched to Islamabad where protesters entered into high security Red Zone that houses important government buildings including the Parliament House, Prime Minister House, President House, the Supreme Court besides embassies.

Since then thousands of supporters of Pakistan Tehreek-i- Insaf chairman Imran Khan and firebrand cleric Qadri have been demonstrating outside the parliament building here.

In his overnight speech, Khan asked people to come in big numbers om Friday and promised a change of government by the weekend.

Qadri also said the end of government was not far away.

The protests at night have become quite a spectacle due to live music and the dances.

Khan's camp was entertained by rock star Salman Ahmad while Qadri arranged a live Qawali show for his audience. A large number of people enjoyed the live performance till late night.

Between the songs and music, the leaders continued to address the people, exhorting them to stay put till Sharif is removed.

Meanwhile, the government has expressed willingness to talk to the protest leaders but so far there is no positive response.

‘We are ready to resolve their problems but for it they should talk to us,’ Development Minister Ahsan Iqbal said.

The National Assembly is meeting again on Friday to discuss the prevailing political situation.

Sharif enjoys support of 11 political parties as only Khan's Pakistan Thereek-e-Insaf is against him.

It is expected that Sharif will address the lawmakers on Friday and may announce some measures to deal with the protests that have paralyzed the capital.

Khan wants Sharif's ouster, while Pakistani Awami Tehreek chief Qadri wants to bring a revolution in Pakistan.

Samsung rolls out Nook-branded Galaxy Tab

The 7-inch Samsung Galaxy Tab 4 Nook will sell for $179, the same entry price of the non-branded Samsung Galaxy Tab 4.

The move had been expected since Barnes & Noble said in June it would team up with Samsung to release co-branded Nook tablets in August.

For the first time, Nook will have a camera. The 1.3MP camera on the front is on par with what's on other tablets, but the 3.0MP rear one isn't as sharp.

Nook offers access to both Nook app store and Google's Play store for Android apps — the latter unavailable in previous Nook tablets.

The New York company spent years investing in its Nook e-book reader and e-book library, but they struggled to be profitable. And in December the chain said it was evaluating the future of its tablets. Still it offered a new non-tablet e-book reader during the holiday season.

In an interview, Barnes & Noble CEO Mike Huseby said Nook tablets hadn't done well in the past because they weren't full-featured. This one, he said, has a camera and other features expected in Android tablets, while offering additional ones targeted at readers.

While it's possible to install a Nook app on most Android tablets, Nook tablet goes further in offering a home screen with quick links to favorites and recently read books. You can pause reading to check email or Facebook, and then hit a book icon on the corner of the home screen to instantly resume your book.

Amazon's Kindle Fire tablets also emphasize reading, alongside shopping, movies and other Amazon services. They have had more success than Nooks.

Huseby said Barnes & Noble has the advantage of having more than 600 stores where customers can come in to check out the products before buying and return for tutorials and other help.

"Amazon doesn't have them," he said. "You can call them on the phone or chat online, but they don't have a store in which you can get a human contact and expert bookseller."

B&N has been trying to turn itself around as competition from discount stores and online retailers toughens, and as consumers shift away from traditional books to digital formats.

Barnes & Noble says it will continue to make and sell its $99 Nook GlowLight e-readers.

In July, Barnes & Noble said it would separate the Nook and retail businesses. The retail business includes bookstores and the BN.com website and has been outperforming the Nook unit. Ebola toll rises to 1,350: World Health Organisation

The toll in Guinea and Sierra Leone stands at 396 and 374, respectively, while four people have died from the disease in Nigeria. The updated figures, based on information the WHO has gathered from health officials in the affected countries, show that the number of reported Ebola cases has climbed to 2,473, with Liberia (972) and Sierra Leone (907) accounting for the most cases.

In Guinea, where 579 people are said to be infected with the deadly virus, the rate of transmission has slowed thanks to an awareness campaign and other solutions which the WHO described as "innovative". The situation in Nigeria is stable with 15 reported cases.

The WHO also said it was carrying out a major communications campaign focused on companies and organisations that operate in Africa, an initiative prompted by some firms' decision to suspend service to the countries with reported Ebola cases.

It mentioned in particular the suspension of service by airlines and shipping companies, noting that the transport halt was triggering shortages of basic goods, including food and fuel. The WHO and the World Food Programme, the UN's chief humanitarian arm, have launched an operation to supply food to one million people in four districts of Guinea, Sierra Leone and Liberia that were recently placed under quarantine.

Indian e-commerce cos to invest up to USD 1.9 billion on infrastructure

According to a joint study by consultancy firm PwC and industry body ASSOCHAM, Indian e-commerce industry will spend USD 950-1,900 million by 2017-2020 on infrastructure, logistics and warehousing.

"The total spend on warehousing and sortation centres could be as high as 3-6 per cent of top-line revenues, which represents an cumulative spend of over USD 450-900 million of spend in warehousing till 2017-2020," ASSOCHAM-PwC study said.

The industry is expected to spend an additional USD 500- 1,000 million during the same period on logistics functions, leading to a cumulative spend of USD 950-1,900 million till 2017-2020, it added.

The study, Evolution of e-Commerce in India, estimates that over the next three to four years, there will be an addition of 7.5-15 million square feet of space in the form of fulfilment centres.

This indicates an addition of 6-12 percent to the space available in form of organised warehousing in India and almost 25-50 percent of all the incremental addition of consumption driven warehousing space in the same period, it added.

 "The potential of sector and the likely liberalisation in form of FDI could be a vital factor in attracting significant investments resulting in better infrastructure and robust supply chains," PwC Director (Operations) Saurabh Srivastava said.

The growth of e-commerce industry has a huge potential in the country translating into huge gains for the manufacturing industry, infrastructure and jobs, he added.

"Size of the e-retail industry is poised to be USD 10-20 billion by 2017-2020," the study said.

Diesel can be market-priced by September as crude falls to USD 100

Estimating diesel under-recoveries, or losses, to fall to 30 paise a liter after the price hike on September Goldman Sachs said in a report, "This implies we could effectively be done with the monthly cycle of diesel price increases in next two months and diesel will be market-priced."

In January 2013, the government allowed oil marketing companies (OMCs) to monthly raise diesel rates in small doses of 40-50 paise a liter towards wiping out losses. Since then, rates have cumulatively risen by Rs.11.24 per liter in 18 installments.

OMCs, effective Aug 16, are incurring combined daily under-recovery of about Rs 230 crore on the sale of diesel, PDS kerosene and domestic LPG.  Meanwhile international crude prices hovered near 14-month lows of USD 100 a barrel as worries over conflict in Iraq eased, and as higher Libyan oil output added to ample supplies coupled with weak demand. Price of Indian basket on Monday decreased to USD 100.04 per barrel.

Gold remains weak on sluggish demand, global cues

However, silver found fresh buying support from industrial units and recovered by Rs 420 to Rs 43,300 per kg.

Traders said apart from subdued demand from jewellers and retailers, a weakening global trend on easing of tensions in Ukraine mainly kept pressure on gold prices.

Furthermore, strengthening rupee against the US dollar, making imports cheaper and shifting of funds towards surging equity markets also influenced gold prices, they said.

Globally, gold in New York fell 0.56 per cent to USD 1,297.20 an ounce in Monday's trade.

In Delhi, gold of 99.9 and 99.5 percent purity traded Rs 50 each down at Rs 28,550 and Rs 28,350 per ten gram respectively. The yellow metal had lost Rs 220 in the past three days.

Sovereign, however, recovered by Rs 100 to Rs 24,800 per piece of eight gram on some buying.

On the other hand, silver ready rebounded by Rs 420 to Rs 43,300 per kg and weekly-based delivery by Rs 100 to Rs 42,680 per kg.

Meanwhile, silver coins continued to be asked at last level of Rs 76,000 for buying and Rs 77,000 for selling of 100 pieces.

War of words intensifies between Lalu Prasad Yadav, and Ramvilas Paswan

Addressing a rally at Bhagalpur, Lalu Prasad moved further from his snide remarks against the LJP chief as ‘weathercock’ and called him ‘ehsanfaramosh’ (ungrateful).

‘I helped him when he was literally on the street (after loss in 2009 Lok Sabha poll) and sent him to Delhi (as Rajya Sabha member on the basis of strength of RJD MLAs) and see what he did in return (joined hands with BJP for power),’ Prasad said.

Lalu, who has joined hands with rival Nitish Kumar to defeat BJP-led NDA alliance in the bypoll, asked people to teach Paswan and NDA a lesson for ‘unprincipled politics’.

The LJP chief retorted and described him as "expert of jails."

‘If I am a weather scientist and weathercock he (Prasad)should be called 'expert of jails',’ the LJP chief and Union Food Minister told reporters at Patna Airport before setting out for campaign in the by-poll.

Paswan's jibe on Prasad was to highlight his imprisonments in fodder scam cases. His recent conviction in a fodder scam case in Ranchi debarred the RJD chief from contesting election for 11 year.

Chief Minister Jitan Ram Manjhi while addressing a rally at Madhubani in bypoll on Rajnagar seat (SC), termed Paswan as an ‘opportunist’.

State minister for Food Shyam Rajak charged Paswan for doing politics in the name of dalits to promote his family's interest.

‘His family members are occupying all important posts in LJP and other organizations run by him in the name of dalits,’ Rajak said.

Rashtriya Lok Samata Party (RLSP) President and Union Minister of State Upendra Kushwaha also joined Paswan in attacking his former leader Nitish Kumar and Lalu Prasad.

PM seeks people’s suggestions on new institution to replace Planning Commission

The government also announced creation of a special open forum on the website mygov.nic.in for suggestions on the new institution.

"We envision the proposed Institution as one that caters to the aspirations of 21st century India and strengthens participation of the States.... Let the ideas flow," the Prime Minister said in a statement.

It said, "The Prime Minister has invited ideas from people on what shape the new institution to replace the Planning Commission can take."

Addressing the nation from the Red Fort on Independence Day, Modi had said that the 64-year old Planning Commission, a vestige of socialist era, would be soon replaced with a new institution to address the current economic challenges and strengthen the federal structure.

"We need a new body with a new soul....We will have to think about giving a new shape to the Planning Commission.... Very soon this new institute will start working in place of Planning Commission," Modi  said.

He had said that it was set up to cater to the needs of earlier times and has participated in its own way in the development of the country.

"The internal situation of the country has changed, global environment has changed. Government is no longer the centre of economic development. Economy is much more broadbased now," he said.

"State government is also a center of development. I feel it is a good sign. If we have to take India forward, then states have to be taken forward," the Prime Minister had said.

Justifying the need to replace the Commission, he said, "Sometime it becomes necessary to repair a house. It costs a lot of money. But it does not give us satisfaction. Then we feel it is better to make a new house."

Govt to bring Motor Vehicles Amendment Bill to scrap RTOs

"The Motor Vehicles Amendment Bill, being prepared in sync with practises in six advanced nations - USA, Canada, Singapore, Japan, Germany and  UK - will be introduced in the next session of Parliament. This will overhaul the sector bringing to an end the corrupt practises in RTOs," Gadkari said on the sidelines of a meeting of Indian Roads Congress.

The Act has become obsolete in the present context and needs overhaul, he said, adding the new law is designed in a way that will provide permits online besides slapping fines on violators of traffic rules on the basis of recordings in camera.

"The new law will provide a corruption free and transparent system with a proper record of driving licenses. Data would be utilised in e-governance. International norms are there for vehicle design, pollution control on the basis of prevalent laws in six advanced nations - US, Canada, Singapore, Japan, Germany and UK," he said.

"I have firm faith that the new law will end corrupt practises in RTOs through e-governance," he said.

Earlier, addressing the Indian Road Congress meeting, the Minister said he had committed to Prime Minister Narendra Modi that Transport and Shipping sectors would contribute at least 2 percent to the GDP of the country in next two years.

Admitting that the Highways sector was passing through a rough patch and 21 out of 51 road widening projects had to be dropped in absence of any bidder, Gadkari said developers dropped projects worth about Rs 50,000 crore in the absence of lack of land acquisition and delays in green nods.

"Not a single kilometre of highway network could be added in July which is not good but the Ministry has resolved to build 30 kms of highways a day in the next two years," he said.

China develops mini-camera to prevent suicide bombing

A research team led by Chen Tong, associate professor at Southwest University in Chongqing developed a 'stress sensor' that can help the police to spot suicide bombers by capturing the stress levels of people.

"The sensor measures the amount of oxygen in blood across exposed areas of a body, such as the face. The higher the mental stress, the higher the blood oxygenation," it said.
  
"The readings of the device may not be always reliable. For example, with enough practice, a person can learn to control their heartbeat," the report added.
  
The technology comes amid heightened fears over security in China after the country witnessed brazen terror attacks by native Uygur separatists in the northwestern Xinjiang region recently.
  
"They all looked and behaved as ordinary people but their level of mental stress must have been extremely high before they launched their attacks. Our technology can detect such people, so law enforcement officers can take precautions and prevent these tragedies," Chen said about his invention.
  
Talking about the functionality of the device, Chen said that "officers looking through the device at a crowd would see a mental 'stress bar' above each person's head and the suspects highlighted with a red face".
  
"Laboratory tests of the technology had yielded encouraging results," Chen added.
  
The device maker also rued about the biggest obstacle of the invention as acquiring the remote data.
  
"Security officers, for instance, deployed in a busy bus station would need to filter a tremendous amount of data and process it in a short amount of time. Such computing power is not available in smartphone-sized devices," Chen said.
  
The invention has also sparked a controversy with the critics raising concerns over its misuse by the government.
  
"The technology can be used on terrorists, but harmless people such as petitioners and protesters could be the target as well. I would feel uncomfortable and tense if a police officer stared at me through strange goggles," the media report quoted Li Jiancheng, a resident in Shangha as saying.
  
Responding to the allegation, Chen said that his team would not let their technology out of the lab for commercial use until the laws are in place to regulate it.

Bill to amend Juvenile Justice Act introduced in Lok Sabha

The Juvenile Justice (Care and Protection of Children) Bill, 2014, introduced by Women and Child Development Minister Maneka Gandhi, also proposes to repeal the law enacted in 2000 and provides for care and protection of children, their rehabilitation and offences committed against children, among other things.

The changes in the law come against the backdrop of outrage over the lighter punishment of three years in a reform home given to a minor convicted in the December 16, 2012 Delhi gangrape case.

Government introduced a bill in the Lok Sabha to amend the Juvenile Justice Act.   

Juvenile Justice (Care and Protection Children) Bill 2014 was introduced by Women and Child Development Minister Maneka Gandhi.   

Central ministers gave their approval to the amendments to the Juvenile Justice  Act, 2000   

The proposed changes in the law came against the backdrop of outrage over the lighter punishment of three years in a reform home given to a minor convicted in the December 16, 2012 Delhi gang-rape case.   

According to the Bill, in no case the juvenile involved in a heinous crime will be sentenced to death or life imprisonment either when tried under the provisions of JJ Act or under the provisions of IPC.

Increasing cases of crimes committed by children aged 16-18 years in recent years makes it evident that the current provisions and system under the Juvenile Justice Act of 2000 "are ill equipped to tackle child offenders in this age group," the statement of objects and reasons of the Bill said.

It also said that the data of the National Crime Records Bureau established that crimes by children in this age group have increased "especially in certain categories of heinous offences."

Numerous changes were required in the existing law to address this, it said and proposed to repeal the 2000 Act and re-enact a comprehensive legislation, which would also provide general principles of care and protection of children.

It also proposes to empower the Juvenile Justice Board to decide whether a juvenile above 16 years involved in heinous crimes such as rape is to be sent to a observation home or tried in a regular court.

However, according to the Bill, in no case the juvenile involved in a heinous crime would be sentenced to death or life imprisonment either when tried under the provisions of JJ Act or under the provisions of IPC.

The Bill also lays down procedures in case of children in need of care and protection, their rehabilitation and social re-integration measures, adoption of orphans, abandoned and surrendered children and offences committed against them.

It includes facilitating faster adoption of children and setting up foster care homes.

A check for linguistic discrimination

The controversy arisen out of UPSC’s CSAT pattern even after 67 years of Independence once again put a stamp on the subject that Hindi and other languages are facing neglect since a long time. The kind of dominance, which existed in the context of English during British Rule, is still prevalent in India. It’s indeed quite disappointing that this very mind-set has not changed that English is synonymous with knowledge. What’s unfortunate is our policy makers often boast of derailment and degradation of Indian languages and though vernacular languages are not seen with ignorance these days, it’s also true that these languages have yet to make a place for themselves in government functioning especially at the top level. If the CSAT paper of preliminary examination, which has been considered mandatory for testing administrative skill since 2011, is being seen as the basis to discriminate between Hindi and other languages, there are some concrete reasons behind that as well. The results of past three years have made it clear that the number of students clearing UPSC exams in Hindi and other Indian languages have come down all of a sudden. It’s the main reason behind thousands of students in the national capital were compelled to take their anger into streets. 

It’s not proper that English language should be at helm in bureaucracy and judiciary and other languages will keep on languishing in the fringes. English has always been given a push and priority not only in public sectors but also in private sectors. Since proper policies are not being implemented, especially when it comes to promotion and development of languages, the nation is witnessing emergence of societies of diverse nature. First, that very section, which is fluent in English and climbing top positions by dint of their command over the language and another section which is still loitering in a clueless manner mainly since they have learnt Indian languages.  This scenario exists at such a time when the percentage of people having command over English across the country stands at just 10 percent. But what’s surprising is that this smaller section of the population has gone on to dominate the remaining 90 percent. It can’t be denied that in the contemporary era, knowledge of English is quite important and at the same time, it needs to be understood that language can’t be the sole yardstick of knowledge. The irony of the matter is that the unnecessary inclination towards English language is confined not only to cities but also to rural areas where proficiency in English is projected as the sure shot measure to success.

The students, who are protesting against CSAT, deserve sympathy. Not only because English language can have an impact on their process of selection in the civil services exams but also because the kind of education they have pursued right from the outset did not make them that much compatible to face stiffer challenges. If the students who studied in Hindi or other Indian languages are finding themselves weaker before those who have been taught in English, our educational system is only to be blamed. Why our educational system could not make them competent enough so that they can crack civil services examinations in the language they have been taught? Why it’s often assumed that there is a little scope of development of a student’s personality and caliber in other languages apart from English? There is also another question – if students’ requests are taken into consideration, will it cover up the flaws in our educational system? The issue is not just confined to CSAT but that very education which is failing to impart knowledge to students in a proper manner and hence, is not becoming a factor in personality development. There is one more reality associated with our society, which is divided on the basis of language. People who are well-versed in English are more prosperous compared to those whose knowledge of the language is not that good. The situation is such that discrimination is seen among the employees on the basis of proficiency over English in the same organization. Those who are well-versed with the language register a faster growth and the others are subjected to indifferent behavior. This is creating a feeling of neglect in them.

Our policymakers need to deliberate on this subject that why Indian languages have been subjected to discrimination of this magnitude? This has happened mainly because the government refrained from replacing English with Hindi as official language and promoting other Indian languages after Independence. A nation develops in a fast paced manner only when there is only one or two language to carry out all government functioning. In the presence of more languages, not only it creates problem in communication but also leaves an impact on administrative capabilities and hampers productivity.  In this context, the situation of India is quite strange as states have been formed on the basis of language and there are several states as well where multiple languages are spoken. In such a scenario, Hindi could have replaced English but due to narrow minded approach of some leaders and mainly because of their opposition, this idea was dropped. Its disastrous consequences are now out in open in front of all. Since government as well as private sectors basically depends on English, its acceptance is also widely growing and this is happening at the expense of Hindi and other Indian languages. What could be more unfortunate then no concrete step coming to the fore to make Hindi the national language especially when the language is reaching out to each and every corner through media, cinema and other forms of entertainment? The politicians need to ask this question themselves that whether they want to see Hindi or English as national language? If their prime aim is to establish English as India’s national language then they will have to get rid of their gammon of promoting and pushing Hindi.

The controversy on CSAT has not only kicked-off a debate over language but also raised questions over issues related to social justice. The issue of reservation, which was seen as a medium to bringing in social equality has been reduced to a prime ammo of vote-bank politics. If the questions related to language are solved and Hindi, along with other languages get their well-deserved weightage, the subject of reservation can be rendered ineffective to a considerable extent. It needs to be mentioned here that the section that are not well versed with English is languishing in backwaters and their lack of command over the language is acting as a major impediment in moving towards the path of development. The nation can’t progress by deviating away from its cultures and traditions and social equality can’t be brought as well.  In such a scenario, we need to take such measures to ensure that Indian languages don’t fall victim to discrimination and receive all the glory and respect it deserves. By making Hindi the official language, we can restore and rekindle the lost confidence among people. This will eventually lead to the materialization of the concept of one India – best India.

Too much twitter may drive you crazy

The study detailed the case of Mrs C - a 31-year-old heavy Twitter user - who was admitted to a psychiatric hospital in Germany because of intensive suicidal thoughts.

Mrs C's development of psychotic symptoms coincided with her ‘excessive’ use of Twitter - up to several hours a day reading and posting tweets, claimed the paper titled "Twitter Psychosis: A Rare Variation or a Distinct Syndrome?".

According to the paper, "the first symptoms were that she believed a 'famous actor' was responding to her tweets through symbols in his messages or through retweets by others".

The woman later recovered and lost interest in Twitter. If we believe experts, Twitter psychosis does not appear to be ‘real’ at this point.

"This is a single case which we presented to the medical community to discuss with colleagues if they have made similar experiences," Jan Kalbitzer of Charite-Universitatsmedizin, Berlin, was quoted as saying.

The paper appeared in the Journal of Nervous and Mental Disease.

Time for Congress to introspect: Arun Jaitley

"A section of the leadership of the Congress party, because of its inability to lead, has been under pressure," Jaitley said following Congress vice-president Rahul Gandhi's aggressive behaviour in the Lok Sabha when he along with other party MPs advanced to the Speaker's podium demanding a debate on the rising incidents of communal clashes in the country.

"Day after day, established leaders of the party are speaking out but for that you need not drag the House or the presiding officer into the debate. If you want to show yourself as doing something, it will be better if you lead your own party rather than develop a contrived aggression against the functioning of the house," Jaitley said.

"It's time for the Congress party to introspect itself," he added.

Taking a dig at Gandhi's accusation that Speaker Sumitra Mahajan was not allowing the Opposition to speak, Jaitley said, "The Congress is saying they are not being allowed to talk but there are some leaders in the party who do not speak at all in the House and yet are leveling such allegations."

"The Congress party has participated in every discussion. At times they have disturbed the house and not allowed it to go on. There is not a single instance where they have not been allowed to raise issues,” he added.
Parliamentary Affairs Minister Venkaiah Naidu also disapproved of the allegations levelled by the Opposition against the Speaker, saying such actions were only "pressure tactics".
  
"I don't want to take any names but as a Parliamentary Affairs Minister, the way the major opposition party is behaving in Parliament, I am pained by it," he told reporters outside Parliament.

Gandhi had stormed the Well in Lok Sabha demanding a debate on communal tension, charging the Narendra Modi government with not allowing discussion in Parliament where he said only one man's voice is heard.
  
"We are not being allowed to speak in Parliament. We are asking for discussion. There is a mentality in the government that discussion is not acceptable. Everybody feels it, their party feels it, we feel it, everybody feels it," Gandhi had told reporters outside Parliament.

Rahul gets furious in Parliament on denial of debate over communal violence

Congress’ demand to adjourn the House proceedings to have a discussion on the issue of rising communal violence incidents in the country, especially in Uttar Pradesh, was swiftly rejected by Speaker Sumitra Mahajan.

Rahul said Congress was not allowed to speak in the House, adding that the government doesn’t believe in conducting discussions in the Lok Sabha.

“We are not being allowed to speak in the House. We are asking for a discussion,” Rahul told reporters outside the Parliament.

“There is a mentality in the government that discussion is not acceptable. Everybody feels it. We feel it. There is a mood in Parliament that only one man's voice counts for anything in this country,” he added.

Several incidents of communal violence have transpired in the country of late with Uttar Pradesh suffering the maximum brunt.

Karbonn launched A1+ Super, A5 Turbo

The Karbonn A1+ Super features a 3.5 inch HVGA display and is powered by a 1.3GHz dual-core processor. The device supports expandable storage upto 32 GB via microSD card. The smartphone is adorned with a 3-megapixel rear camera and a 0.3-megapixel front shooter.

While Karbonn A5 Turbo comes with a 3.5 inch display and is powered by 1GHz processor. The device features a 3-megapixel rear camera, a microSD slot expandable up to 32 GB and 3G network connectivity support.

Both the phones supports dual SIM feature and connectivity options include Wi-Fi, Bluetooth, EDGE, and Micro-USB.

The phone will join Karbonn’s KitKat based smartphones - the Titanium S99, Titanium S19, Smart A12 Star, and Smart A11 Star.

"Today, a large segment of consumer is shifting from feature phones to smartphones and looks for a smartphone with advanced technology and maximum features at affordable prices. This is the basis on which our new launches - the Karbonn A1+ Super and A5 Turbo are based upon which offers brilliant specs and greater functionality to the user and thus create a great choice in this segment," said Shashin Devsare, Executive Director of Karbonn.

The company has however not revealed about the RAM, inbuilt storage, battery capacity for both the smartphones.

National Herald case: Delhi High Court issues notice to Subramanian Swamy on pleas of Sonia, Rahul

A bench of Justice V P Vaish has fixed the petitions for hearing at 2.30 pm on August 5.
   
Former law minister and senior advocate Kapil Sibal, appearing for Sonia Gandhi, sought a stay on the proceedings pending in the trial court.
   
"The matter is listed on August 7 before the trial court. I will pass an order before that," Justice Vaish said.
   
During the brief hearing, Swamy alleged that the petitions have been filed without him being served with copies of petitions.
   
Besides Sibal, a battery of senior lawyers including AM Singhvi, Haren Raval and Ramesh Gupta appeared on behalf of accused Congress leaders.
   
The Congress leaders have challenged the lower court's orders summoning them on a complaint by Swamy alleging cheating and misappropriation of funds in the acquisition of the daily by Young Indian (YI).
   
Besides Sonia Gandhi, Congress Vice President Rahul Gandhi, Party Treasurer Moti Lal Vora are among the directors of Young India which was recently given almost 99 percent ordinary shares of the Associated Journals Limited AJL. AJL had been publishing newspapers 'National Herald' in English, "Navjivan" in Hindi and "Quami Awaz" in Urdu.
   
They have sought interim stay on the summons issued by the trial court on June 26.
   
Sonia Gandhi has also sought setting aside of the compliant itself saying it was "politically motivated and intended to wreak vengeance and unleash political vendetta" against her.
   
The trial court on June 26 had summoned Sonia, Rahul, Vora, party General Secretary Oscar Fernandes, Suman Dubey and Sam Pitroda to appear before it on August 7.
   
While summoning the six as accused in the case, the trial court had held that Swamy has established a prima facie case of cheating, misappropriation of funds and criminal breach of trust against them.

Toyota Kirloskar sales declines 4.3 percent in July

In the domestic market, TKM sold 11,921 units in July 2014, up 3.52 percent as compared to 11,515 units in July 2013.

During the month, the company exported 1,926 units of Etios.

Commenting on the sales performance, N Raja, Senior Vice President (Sales and Marketing) said: "Both the Corolla Altis and the Etios Cross have been well accepted by the customers. We sold 882 units and 888 units of the Corolla Altis and Etios Cross, respectively".

Innova and Fortuner also continue to maintain leadership position in their respective segments, he added.

Samsung teases two new phones likely to be Galaxy Alpha and Note 4

Samsung executives have teased two new devices which will be making their way to the company's mobile portfolio within next six months.

Firstly, the company will be releasing a large-screened smartphone which is expecting will be a follow-up to Samsung's 5.7-inch Galaxy Note 3. Samsung will likely announce the device early in September at the IFA trade show in Berlin, where it unveiled the Note 3 and Note II.

Although there's not lot of speculation about Samsung's second high-end smartphone as according to Samsung it will be a very attractive new model with a complete new display, which could also suggest a bendable screen.

Samsung is also getting ready to release its rumored Galaxy Alpha, which is metal smartphone. The Galaxy Alpha is rumoured to be launched soon, the Galaxy Note 4 is said to be in the testing phase.

Shah Rukh is 'king' of Bollywood: Salman

Salman has become the first Bollywood actor to give seven Rs 100 crore hit films in a row, including his recent release 'Kick'.

"You can say whatever you want. But there is a king (hinting at Shah Rukh) anyways. You have problem with him being the King? I don't have problem with him being the king," Salman said.

SRK and Salman's enmity and an eventual patch up has been a fodder for gossip in Bollywood for many years but the 'Kick' star indicated that he no longer has a problem talking about the other Khan.

"You are talking about Shah Rukh?" the actor asked a reporter to a query on him being the king of Bollywood, to which the scribe said he was not referring to Shah Rukh.

Salman then said, "I am mentioning (him). If he is the king, he should be the king, that is his position."

To a query on where he places himself in the industry, he said, "I would be placing myself much behind, right now I am misplaced."

With Salman's recently released 'Kick' continuing a good run at the box office, there is a buzz that the film may cross Rs 200 crore mark. The makers claim 'Kick' has already collected Rs 147.7 crores despite bad reviews.

On the box office result of 'Kick', Salman said, "I don't know about the business. Why talk about Rs 200 crore, talk about Rs 300 or Rs 400 crore or Rs 500 crore. We would be more than happy if the film does more business."

On reports that Karan Johar is paying Rs 150 crore each to him (Salman) and Aamir Khan for doing a film with his production house, the actor said, "Films are not making Rs 300 crore. I wish we get that much. Films are not making that much money, they are making Rs 200-250 crore, some not even touching that much. So how can our prices be that much... it is ridiculous."

Johar also denied the reports yesterday.

Salman will be doing Karan's next home production 'Shuddhi' and Kareena Kapoor Khan may be paired opposite him.

"I don't know (if Kareena is doing 'Shuddhi'). You should ask the producer and director of that film. There is time for that (for the movie to start)," he said.

The actor was talking at the trailer launch of director Kamal Sadanah's upcoming film 'Roar: Tigers Of The Sundarbans' here yesterday.

"I have come here for a personal reason... we have grown up together. I am glad to be here. I know if I come here and people go and watch the film, then it will be of great help to the film," he said.

Salman appreciated the trailer and expressed hope that the film does well.

"It (trailer) is amazing. They are making film on white tigers and we are making 'Sher Khan' (film with Sohail Khan) a little later. I am happy with the look of the film, it is at par with any other Hollywood film. I had seen the trailer earlier and I liked it. If the trailer is amazing then the film would be so fantastic," he said.

The actor says he supports efforts for saving tigers.

"I support it. There are rescue centers all over and there are lots of tigers and panthers in cages... I think one should make a wild park and let them be in their natural habitat. Get them out in the open," Salman said.
